The Housing Choice Voucher (HCV) program is the federal government's major program assisting very low-income families, the elderly and/or the disabled to afford decent, safe and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single family homes, townhouses and apartments. The voucher holder is free to choose any housing that meets the requirements of the program. Isothermal Planning & Development Commission's HCV program offers two types of vouchers:
1) Tenant Based 2) Project Based
Tenant-Based Vouchers
Tenant-based vouchers increase affordable housing choices for very low income families. Families with a tenant-based voucher choose and lease safe, decent and affordable privately-owned rental housing.
Project-Based Vouchers
Project-based vouchers are a component of the PHA's Housing Choice Voucher program. The PHA has allocated vouchers to support multi-family developments in Cleveland and Polk Counties. Acceptance of an available project-based voucher may afford opportunity for qualifying families to receive assistance ahead of others on the regular waiting list. The family must meet both HUD and the project-based development's eligibility requirements.
